Judge Dredd never brought Democracy to MC-1; he pushed for a vote to take place that would allow Democracy to return, if a majority of the citizens wanted it, but Dredd knew most of the citizens were apathetic, didn't care and wouldn't vote and the rest of the divided factions wouldn't make the numbers for the vote to pass. The result favoured the Judges to maintain authoritarian power and the failure of the Democratic movement to engender real change buried them as a peaceful political force. Cynically, Judge Dredd - knowing the city better than anyone - knew this would be the likely outcome and the Judges would come out on top.
